President Donald Trump’s move last week toward bringing Azerbaijan into the Abraham Accords—Washington’s signature initiative to normalize relations between Israel and Muslim nations—no doubt pleased many foreign policy elites. But for conservatives and realists, this isn’t progress; it’s peril.

Israel and Azerbaijan, of course, are entitled to their strategic alliance. Yet there is no conceivable U.S. interest that would justify investing diplomatic capital—and taxpayer dollars—to formalize a partnership that not only functions without America but often functions ruthlessly. U.S. involvement would reward an alliance between two governments whose attacks on ancient Christian communities are already subsidized by American aid.

Israel and Azerbaijan do not need Trump to introduce them. Their alliance is deep-running: Azerbaijan shares Israel’s hostility toward Iran, offers Jerusalem intelligence cooperation and a geographic foothold at Iran’s borders, and buys around 70 percent of its advanced arms from Israel, according to Stockholm International Peace Research Institute. Israel, in turn, imports at least 40 percent of its oil from Azerbaijan. These close economic ties have continued uninterrupted throughout Israel’s military campaign in Gaza and its 12-day war against Iran.

It’s unclear what value Azerbaijan’s inclusion in the Abraham Accords would add, given that bilateral ties already dwarf Israel’s relations with original signatories like the UAE or Bahrain. One explanation may be that Trump, having failed to deliver peace in Ukraine or the broader Middle East, sees this as the lowest of low-hanging fruit: a staged White House handshake between Israeli Prime Minister Benjamin Netanyahu and Azerbaijani President Ilham Aliyev to tout as a “Muslim-Jewish peace accord.”

But no vital U.S. interest justifies elevating Azerbaijan’s diplomatic status. Beyond the absurdity of brokering peace between longtime allies, Azerbaijan’s importance to America is marginal. Its energy exports matter far more to Europe, yet even there, Baku’s gas can replace at best four percent of Russian supplies—hardly the lifeline Brussels imagines.

The human costs of the Israel-Azerbaijan partnership, however, are truly indefensible. Israel armed Azerbaijan to erase the Armenian people from Karabakh. After Azerbaijan’s decisive 2023 victory, the world witnessed scenes of mass exodus: Armenian Christians choosing to burn their own homes rather than surrender them, ancient churches being desecrated, and over 100,000 people fleeing under military pressure. Freedom House confirmed this as ethnic cleansing—enabled by Israeli-supplied drones and surveillance tech.

Here’s where U.S. policy becomes complicit: America sends Israel $3.8 billion annually in military aid under a memorandum of understanding, and spent $17.9 billion on aid to Israel in the year following October 2023. While U.S. law (in particular, Section 907 of the 1992 Freedom Support Act) restricts direct arms sales to Azerbaijan (even if waived by past presidents, starting with George W. Bush in the context of the “war on terror”)—Israel faces no such constraints. As Americans fund and equip Israel’s military, Israel sells Azerbaijan Harop “suicide drones” and Orbiter surveillance systems—weapons deployed against Armenians. The Israeli newspaper Haaretz bluntly noted, “Israel’s fingerprints are all over the ethnic cleansing in Nagorno-Karabakh.”

What compounds this scandal is the cheerleading from Christian leaders in the U.S. In 2019, a delegation of evangelical pastors, led by Jewish rabbi Marc Schneier, visited Azerbaijan to promote “interfaith dialogue” with Aliyev, despite Baku’s decades of state-sponsored anti-Armenian rhetoric. In 2025, after the ethnic cleansing, the president of the U.S. Congress of Christian Leaders (an evangelical group) met Aliyev in Davos. Such visits inevitably yield PR puff pieces about Azerbaijan’s “tolerance,” even as it mocked the slaughter of Armenians by opening a (now-shuttered) “military trophies park,” which featured “ghoulish displays of helmets and caricatured mannequins of Armenian soldiers,” according to Eurasianet.

Bringing Azerbaijan into the Abraham Accords would solve nothing. America cannot credibly champion religious liberty while indirectly funding the displacement of Christians. It is strategically myopic and, for those who value moral clarity, politically untenable.

As President Donald Trump hosts peace talks this week with the leaders of Armenia and Azerbaijan, two former Soviet states that have been in conflict for decades, Armenian activists continue to raise the alarm about the Vatican’s growing financial ties with Azerbaijan. They say the relationship is part of Azerbaijan’s broader effort to use its oil wealth to deflect criticism of human rights abuses and religious freedom violations.

The Vatican has received substantial Azerbaijani funding to restore holy sites in Rome and Europe. According to the Investigative Reporting Projects Italy, Azerbaijan has spent roughly 640,000 euros restoring Vatican-owned catacombs (most recently the Catacombs of St. Callistus), masterpieces of the Vatican Museums and numerous books and manuscripts in the Vatican’s Library. Azerbaijan also funded the restoration of a bas-relief adorning St. Peter’s Basilica depicting Pope Leo I’s meeting with Attila the Hun.

“They’re using their donations and their money to the Vatican to whitewash what they’ve done, to whitewash the destruction of Armenian heritage, to whitewash the ethnic cleansing that they’ve committed,” said Armenian-American Stephan Pechdimaldji, a communications strategist.

Over 350 scholars and professionals worldwide, including Pechdimaldji, denounced the Holy See in an April letter, accusing it of “moral bankruptcy” for hosting a conference, “Christianity in Azerbaijan: History and Modernity,” which they said legitimized the Muslim-majority country’s “cultural genocide” against Christian ethnic Armenians.

“Of all institutions, of all places in the world that you would think would side with us, you would think the Vatican would be on our side,” said Pechdimaldji, whose grandparents survived the Armenian Genocide of the early 20th century.

Since the 1980s, Armenia and Azerbaijan have fought wars over the disputed region of Nagorno-Karabakh, historically inhabited by both Armenian Christians and Azerbaijani Muslims. In 2023, Azerbaijan launched a military offensive and took control of the region, displacing more than 100,000 Armenians and destroying a number of Christian sites, including churches and cemeteries. Azerbaijani authorities argued that some of the Armenian Christian sites, such as the Gandzasar Monastery, were examples of Caucasian Albanian heritage and accused Armenia of falsifying historical inscriptions. These claims were disputed by Armenian and UNESCO representatives.

Azerbaijan has also come under fire by humanitarian groups and watchdog agencies for its arrests of journalists and other opposition figures. The U.S. Commission of International Religious Freedom listed the country, which requires religious groups to register with the government in order to operate legally, as “of particular concern” in 2024 and kept it on its watchlist in 2025 for violations of religious freedom. In 2024, when Azerbaijan hosted the COP29 United Nations climate summit in its capital, Baku, activists and global leaders called out the human rights violations in the country, but many religious groups stayed silent.

Pechdimaldji said many Armenians, including the diaspora, feel “disappointment” at the Vatican’s acceptance of Azerbaijan’s donations. “They are doing what other countries have been doing — turning a blind eye because of Azerbaijan’s resources,” he said.

The Ambassador of Azerbaijan to the Holy See, Ilquar Muxtarov, and the Apostolic Prefecture of Azerbaijan did not respond to Religion News Services’ request for comment.

The Armenian Ambassador to the Holy See, Boris Sahakyan, told RNS that he was not available for an interview until September.

The Vatican did not respond to requests in time for the publication of this article.

Azerbaijan has been campaigning to restore its credibility among Western nations for decades, under the leadership of Ilham Aliyev, who succeeded his father, Heydar Aliyev, as president in 2003. Leveraging its significant oil reserves, the country’s efforts to coax Western alliances through generous donations and lavish gifts has been dubbed by critics as “caviar diplomacy.”

Meanwhile, relations with the Holy See have been quietly growing, with a new memorandum signed July 25 underscoring their joint commitment to interreligious dialogue. Cardinal George Koovakad, prefect of the Dicastery for Interreligious Dialogue, praised the document as “a valuable instrument for promoting the principle of religious freedom.”

“The Vatican has been receiving money from Azerbaijan for some time,” said Orthodox Archbishop Vicken Aykazian of the Armenian Apostolic Church of America, in an April interview with the Pillar. In the interview, Aykazian pointed to the recent restoration of the Basilica of St. Paul Outside the Walls in Rome made possible through Azerbaijani funds.

The Azerbaijan donations flow through the Heydar Aliyev Foundation, run by Azerbaijan’s first lady, Mehriban Aliyeva, who is also the vice president of the country. In February 2020, she was awarded the highest civilian honor offered by the Holy See, the Papal Order of Knighthood of Pope Pius IX, just months before the country launched one of its efforts to capture Nagorno-Karabakh.

For the Vatican, the relationship with Azerbaijan offers quick cash for its struggling finances, but it’s also a continuation of the Ostpolitik launched by Cardinal Agostino Casaroli in the 1960s, aimed at improving relations with Communist countries in Eastern Europe. Today, similar efforts are led by the head of the Pontifical Council for Culture, Cardinal Gianfranco Ravasi, the Vatican’s Secretary of State, Cardinal Pietro Parolin, and the head of the department for Eastern Churches, Cardinal Claudio Gugerotti, who was the papal representative to Georgia, Armenia and Azerbaijan in the early 2000s.

During an official visit to the Heydar Aliyev Foundation in November 2024, Gugerotti praised the “policy of multiculturalism led by the government of Azerbaijan, the peaceful co-existence of representatives of different religions in the country, and the freedom of religion (as) the biggest contribution to peace,” according to the foundation’s website.

Gugerotti also thanked the foundation for building the new Catholic church in Baku.

Relations between Azerbaijan and the Holy See began in 1992, after it gained its independence from the Soviet Union. The now-Saint Pope John Paul II was the first pontiff to visit the country in 2002, which helped gain recognition for the Catholic community there. Pope Francis visited Baku in 2016, where he praised Azerbaijan as an example “that among followers of different religious confessions, cordial relations, respect and cooperation for the common good are possible.”

The Vatican’s balancing act has created tensions. Pope Francis twice used the word “genocide” to describe the 1915-1917 mass killings of Armenians by the Ottoman Empire, despite Turkish objections. But Vatican officials have been more circumspect about Azerbaijan’s recent actions against the Armenians.

Under the Constitution of the Republic of Armenia, any such agreements—if signed unilaterally by the Prime Minister without parliamentary ratification or a national referendum—would be unconstitutional. Violations of the Armenian Constitution

Article 205 of the Armenian Constitution explicitly states: “Changes in the territory of the Republic of Armenia shall be resolved only through a referendum.”¹ This means any agreement that involves the transfer, lease, or extraterritorial control of land—whether to Azerbaijan or to the United States for infrastructure purposes—requires approval by the Armenian people through a national vote. No Armenian official, including the Prime Minister, has the authority to bypass this requirement.

Article 116 of the Constitution establishes that treaties relating to sovereignty, territorial integrity, national security, and the rights of citizens must be ratified by the National Assembly.² Unilaterally withdrawing from the OSCE Minsk Group or binding the nation to infrastructure or peace accords without legislative approval would violate this provision.

Article 204 further emphasizes that any treaty which contradicts the Constitution shall not be ratified.³ This means that even if Pashinyan signs an agreement, it will have no legal force if it violates constitutional safeguards—particularly those protecting national territory and sovereign authority.

Criminal Liability Under Armenian Law

If Pashinyan signs any of the three proposed agreements without constitutional and parliamentary authority, he may face criminal prosecution under multiple provisions of the Armenian Criminal Code. These include:

• Article 309 – Abuse of Official Power, which applies when an official exceeds their lawful authority in office.⁴

• Article 390 – Treason, which is defined as actions that knowingly compromise the sovereignty, territorial integrity, or national security of the Republic of Armenia.⁵

• Article 301 – Usurpation of State Power, which criminalizes bypassing constitutional processes to exercise authority unlawfully.⁶

• Article 300 – Unconstitutional Acts, which targets those who attempt to alter the constitutional order of Armenia.⁷

Additionally, the National Assembly has the constitutional authority under Article 115 to initiate a vote of no confidence in the Prime Minister, should one-third of deputies support such a motion.

International Legal Invalidity

Under international law—specifically, the Vienna Convention on the Law of Treaties (1969)—a treaty is not legally binding on a state if the person who signed it did so in violation of that state’s constitutional law.⁸ In other words, if Pashinyan violates the Constitution of Armenia by signing these agreements, they would be void under both domestic and international law.

Conclusion

Any attempt by Prime Minister Nikol Pashinyan to sign the proposed agreements in Washington without parliamentary ratification or a national referendum would be unconstitutional and criminal. It would violate the very legal foundations of the Armenian state and the will of its people. The Prime Minister may be subject to removal from office, a vote of no confidence, and criminal prosecution under the Armenian Criminal Code. The treaty is being executed amid U.S.-Russia rivalry and behind the White House spectacle lies a ruthless bargain, trading Armenian lives and heritage for U.S. military gains and Europe’s hunger for Azerbaijani energy.

Donald Trump’s triumphant declaration that his U.S.-brokered agreement marks ‘the end’ of the Azerbaijan-Armenia conflict and the dawn of lasting peace is a hollow spectacle masking one of the most blatant sellouts of a Christian nation in modern history. This is not the close of a 36-year old conflict, it is the sealing of Armenia’s fate, a calculated transaction in which Washington and European capitals have traded the survival of the world’s first Christian country and the memory of its ancient homeland for strategic and economic spoils. It was not a war as Trump claims, but an Armenian Christian genocide and cultural erasure by Azerbaijan’s Islamic regime.

Trump’s White House ceremony, flanked by Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan, was not the scene of reconciliation he tried to portray, but a cynical performance, peace deal drama designed to secure U.S. and European interests amid the intensifying rivalry with Russia. With Azerbaijan lying adjacent to Russia, the United States gains new military footholds, having lifted restrictions on defense cooperation, while Europe, desperate to cut off Russian natural gas imports by 2026, tightens its grip on Azerbaijan’s energy reserves. This so-called peace deal hands Washington exclusive development rights to a strategic South Caucasus transit corridor, ensuring greater exports of energy and resources, and offers Europe a substitute energy pipeline to replace Russian supply lines. Underneath the rhetoric of diplomacy lies the simple truth, this is business, not peace, and Trump’s drama is aimed as much at a Nobel Prize nomination as at hiding the raw, transactional nature of his “mediation.”

Genocide’s Final Blow and the Erasure of a Christian Homeland

No accord can erase the atrocities already committed or resurrect what has been destroyed. Nearly 150,000 ethnic Armenian Christians have fled Nagorno-Karabakh (Artsakh) in the wake of Azerbaijan’s 2023 military offensive, backed openly by Turkey under Recep Tayyip Erdogan. This was the final blow after decades of siege, war, and attrition, culminating in the January 2024 dissolution of the Republic of Artsakh, ending over two millennia of uninterrupted Armenian Christian presence. What Trump hails as friendship between “former enemies” is in reality the aftermath of a state-sponsored jihad that has killed thousands, erased sacred heritage, and turned a thriving Christian homeland into a cultural graveyard. The Islamic regime in Baku has waged a campaign of religious extermination against Armenian Christians, with Turkey supplying military backing and Syrian Islamist fighters to bolster the assault. This is not reconciliation, it is the consolidation of conquest.

The scale of the destruction is staggering. Since 2020, over 6,000 Armenian monuments, including more than 400 churches, have fallen into Azerbaijani hands. Churches bombed, monasteries defaced, khachkars smashed, crosses stripped from rooftops under the guise of “renovation.” Between September 2023 and June 2024 alone, three historic churches, Saint Sargis in Mokhrenes, Saint John the Baptist in Shushi, and Saint Ascension in Berdzor, were obliterated. Ghazanchetsots Cathedral in Shushi was shelled in 2020, while satellite images reveal the complete erasure of the Saint John Baptist Church in Shushi and Saint Ascension in Berdzor. This mirrors the earlier annihilation of the Julfa khachkars in Nakhichevan between 1997 and 2006, where thousands of medieval cross-stones were demolished after the Armenian Christian population was expelled.

Committee Against Torture, which has flagged extrajudicial killings, arbitrary arrests, and torture motivated by ethnic and religious hatred. Freedom House has classified Azerbaijan’s actions as ethnic cleansing, citing executions, blocked humanitarian aid, and destruction of property, while the European Commission against Racism and Intolerance has documented ongoing state-backed hate speech against Armenians. Religious persecution continues unabated, clergy harassed, worshippers barred from churches, cemeteries desecrated, baptismal crosses seized from prisoners of war, and reports of forced conversions to Islam emerging from Azerbaijani-controlled territories. Yet Trump, flanked by the very leaders responsible for these crimes, hails an era of peace. The peace he describes offers no return for the displaced, no restoration of stolen lands, no rebuilding of churches reduced to rubble. Instead, it cements Azerbaijan’s gains, legitimizes Turkey’s Islamist-backed intervention, and guarantees Western access to energy corridors and strategic geography at the cost of justice. The agreement’s military and economic clauses reveal its true nature of U.S’s strategic positioning against Russia and European energy security, not the reconciliation of two peoples.

President Donald Trump, during the heat of the U.S. presidential campaign last October, turned to Truth Social to admonish the Biden administration’s failure to stop the persecution of Armenians by Azerbaijan:

Kamala Harris did NOTHING as 120,000 Armenian Christians were horrifically persecuted and forcibly displaced in Artsakh. Christians around the world will not be safe if Kamala Harris is President of the United States. When I am President, I will protect persecuted Christians, I will work to stop the violence and ethnic cleansing, and we will restore PEACE between Armenia and Azerbaijan.

Trump seems to be following through on that statement. Still, upon closer examination, this agreement proves to be toothless and a feeble attempt to portray Azerbaijan as a trusted partner. Put simply, it is rich in symbolism and lacking in substance.

For starters, there can be no durable peace in the South Caucasus without accountability. Azerbaijan, a country led by its petro-dictator Ilham Aliyev, has shown an unwillingness to respect human rights or uphold the rule of law. He has deftly used his country’s natural resources and geography to secure countless geopolitical deals and curry favor with global leaders on the world stage.

That is why the United States and Europe failed to prevent Azerbaijan from starving Armenians living in their ancestral homeland of Artsakh, also known as Nagorno-Karabakh, during a 10-month road blockade which culminated in the ethnic cleansing of more than 120,000 Armenians from the region in September 2023, making it the largest displacement of Armenians since the Armenian Genocide of 1915.

Since taking over the enclave, Azerbaijan has demonstrated a behavior that contrasts sharply with the desire for peace, indicating a preference for confrontation and even violence.

They continue to hold Armenian political prisoners and prisoners of war in jail without due process. These sham trials and proceedings have been criticized by Amnesty International and Human Rights Watch. When pressured by external voices, Aliyev ordered the International Committee of the Red Cross (ICRC) to leave Azerbaijan, which was a direct attempt to limit the only access these Armenian political prisoners had to the outside world and report on their condition.

While pursuing peace, Azerbaijan has also embarked on a campaign of cultural erasure of Armenian churches, monasteries, khachkars (cross-stone monuments), and other religious and historical sites in Artsakh that have stood in the region for thousands of years. Under the pretext of “restoring” Armenian churches and religious sites to their “original” form, Aliyev is trying to wipe out the existence of Armenian culture and identity in the region. Already, Azerbaijani forces have defaced or destroyed an estimated 400 Armenian churches and other religious sites since 2020.

Armenian culture has been closely defined by its Christian faith since it’s introduction in 301 AD, making Armenia the oldest Christian nation. By dishonoring and destroying that history, Azerbaijan is not signaling that it wants a genuine peace with Armenia.

Evan after absorbing Artsakh, Aliyev now claims large parts of Armenia’s territory as Azerbaijan’s “historical lands,” while calling Armenia “Western Azerbaijan.” This follows a troubling pattern of other speeches expressing similar arguments. Aliyev has even stated that Armenia’s capital, Yerevan, belongs to Azerbaijan. While this kind of rhetoric might be dismissed as just bombastic words, words matter and have consequences.

Despite this overwhelming evidence of Azerbaijan’s true intentions, President Trump continues to ignore the realities on the ground. In many ways, Trump is reneging on his campaign promise to protect Christian Armenians from further persecution and hold Azerbaijan responsible for its actions. He seems more interested in Azerbaijan’s natural resources than he is in the lives of Armenians or regional stability.

Therefore, any meaningful peace deal between Armenia and Azerbaijan must include the immediate release of all Armenian political prisoners and the unconditional release of all Armenian POWs.

It must also include the end of Azerbaijan’s religious and cultural mistreatment of Armenian antiquities and holy sites and rebuke all forms of historical revisionism that can be used as a pretext for future attacks on Armenian sovereignty.

And it needs to enforce the International Court of Justice (ICJ) ruling that ordered Azerbaijan to allow the return of Armenians to Artsakh in a “safe, unimpeded, and expeditious manner.”

Peace should always be the end goal, but there can be no coexistence and tolerance in the region without accountability. So far, Azerbaijan has shown that it does not want peace. They want Armenia.
