Famine – the extreme scarcity of food – devastated Ethiopia’s Tigray region during and after a two-year war that began in November 2020. Yet, the famine’s impact is one of the least documented crises of recent years.

Despite the enormous scale of suffering and the far-reaching consequences of the 2020-2022 war, there hasn’t been enough attention paid to all aspects of the disaster, or to aid to enable the region to recover.

The famine dimension of the conflict – how starvation was used as a weapon of war and continues to shape the region today – has largely failed to garner the global and domestic attention it demands.

We have closely followed and extensively written on the Tigray crisis since 2020 as researchers and firsthand witnesses. In a recent article published by the World Peace Foundation – a research institution focused on understanding and preventing conflict, particularly in Africa – we argued that the famine in Tigray was deliberately produced and deliberately obscured. In a recent journal article, too, one of us examined how the Ethiopian government and its allies created a “zone of invisibility” around the Tigray war.

In our view, famine was used as a weapon in a campaign of destruction in Tigray. Our research draws on humanitarian reports, testimonies, satellite imagery and conflict data to reconstruct how deprivation unfolded. We studied who was affected and why global famine detection systems failed to recognise the scale of the crisis.

The lack of reliable data caused by the regime restrictions, international inaction and structural blind spots in global famine monitoring systems hid the scale of one of the deadliest wars of the 21st century.

Famine in Tigray was not an outcome of war. It was the result of policies – a siege, economic blockade and obstruction of aid – designed to destroy civilian life.

Failure to document the famine has serious implications. It distorts global understanding of what happened in Tigray, limits accountability for war crimes and leaves the international community unprepared to respond to future politically induced famines.

When famine goes unrecorded, the suffering of entire populations is erased from the world’s moral and political map. It also weakens the mechanisms designed to prevent such atrocities elsewhere.

As a result, modern famines driven by political violence – in places like Tigray, Sudan and Gaza – are missed, downplayed or denied until it is too late.

Background: war and siege.

The genocidal Tigray war broke out on November 4, 2020.

From the earliest days it was marked by large-scale and systematic destruction and looting of social and economic infrastructures. Industries, farms, irrigation systems, food stocks, crop fields, orchards, food storage facilities and businesses across Tigray were looted and destroyed.

Beyond the physical damage, occupying forces actively obstructed farmers from tilling and planting their land. Within six months, this had driven Tigray – home to about six million people at the time – into mass starvation.

In famines caused by natural calamity and economic crisis, poorer communities or those in remote locations are often the worst hit. In Tigray, places along roads were devastated because they were accessible to invading forces.

The destruction and looting of infrastructure was followed by a siege that lasted more than two years. The Ethiopian government and its allies imposed a full-scale blockade on Tigray.

Banks were shut down. The bank accounts of ethnic Tigrayans – both within the region and nationwide – were frozen. The movement of people, goods and humanitarian aid to and from the region, and within Tigray, was brought to a near complete halt.

Communications and access to the media were shut down. The multilayered siege left Tigray almost entirely cut off from the world. Commercial and humanitarian supplies were deliberately obstructed for most of the period.

This resulted in widespread deprivation, suffering and death, much of which has received little documentation or recognition.

The conflict is now described by some studies as a genocide and the deadliest conflict of the 21st century. An estimated 800,000 people were killed through massacres, enforced disappearances and starvation.

Even after the 2022 African Union-brokered ceasefire, hunger and deprivation persist, especially in the western zones and areas bordering Eritrea that remain under occupation. Urban populations whose livelihoods and workplaces were destroyed have yet to rebuild.

The implications

The Tigray famine reveals deep flaws in how global institutions – including the UN and international humanitarian agencies – measure and classify famine.

The siege prevented humanitarian access and data collection. This made famine difficult to measure and easier to deny.

International famine frameworks rely on indicators like market food prices and malnutrition rates among displaced people. They look at crop failure, loss of livestock and disrupted rural livelihoods. Not at urban households, civil servants or small traders – groups who were among the worst affected in Tigray. They don’t capture urban forms of deprivation, such as banking exclusion or a sudden loss of salary or assets.

Agencies’ dependence on official government data led to a system failure. The absence of data was treated as an absence of suffering.

Famine in Tigray was a deliberate effort to weaken and humiliate a population. The implications go beyond Ethiopia. They expose how global systems remain unfit for documenting or responding to politically induced famine.

What must change

To prevent future famines from being erased, there needs to be a transformation of global famine detection and humanitarian response systems.

First, the UN and humanitarian agencies must reform famine assessment metrics and systems to account for politically induced starvation. They must include urban and middle-income groups in their analyses. This will help identify and expose deliberate starvation strategies early.

Second, human rights bodies should investigate famine as an intentional act of war rather than as an unfortunate by-product. This is a step in the direction of holding perpetrators to account for policies such as sieges, blockades and aid obstruction.

Third, donor governments and humanitarian organisations must insist on accountability and transparency in their engagement with states that obstruct humanitarian access to populations in need.

Finally, scholars and human rights advocacy organisations should continue documenting how famine functions as a tool of genocide. This would ensure that invisibility does not shield perpetrators from scrutiny. In an age of global connectivity, the absence of data should trigger investigation.

Failing to learn from Tigray will leave the world just as blind to the next famine.

😔 From 2020 to 2022, Tigray suffered one of the deadliest and most brutal conflicts in recent memory. Independent reports from the New Lines Institute and peer reviewed studies have documented evidence of genocidal acts, including mass starvation, systemic sexual violence, targeting of health facilities and civilian infrastructure and workers and widespread civilian massacres. Survivors still carry the physical and emotional scars of that horror, as echoed in The Guardian’s June 30, 2025 report on gender-based atrocities. Smaller scale but devastating conflict has been going on in Western Oromia region of Ethiopia during the same period.

In the last two years, there is an ongoing devastating war in the Amhara and Western Oromia regions of Ethiopia. The atrocities in these wars has gotten limited coverage but recent reports by the US State Department, Amnesty International and Human Rights Watch indicate that the casualties and destruction of civilian infrastructure needs international attention.

According to the World Report 2025 by Human Rights Watch, fighting between the Ethiopian military and militias in the Amhara region resulted in hundreds of civilian deaths and injuries, including attacks against refugees and civilian infrastructure such as hospitals. The government renewed a sweeping state of emergency for the Amhara region, but its provisions were applied throughout Ethiopia; mass arrests persisted once it expired.

And now, the storm clouds gather once more. Despite the Pretoria Peace Agreement, and call for peace from the Tigray, Amhara and Oromia political forces, the Abiy Ahmed regime appears intent on returning to war which now seems to include Eritrea too. In his parliamentary address on 10/28/2025, the Prime Minister of Ethiopia has made it clear that war is inevitable. Multiple signals indicate that the fragile peace is unraveling:

War mongering in Parliamentary speech: Prime Minister Abiy’s recent “appeals” to diplomats, religious leaders, and elders to caution Tigray against entering into conflict (despite Tigray’s repeated call for the full implementation of the Pretoria peace agreement), delivered during his address to the Ethiopian Parliament, is seen as highly alarming. It echoes the rhetoric he used in his speech to parliament just before the 2020 war, where he made similar statements days before declaring war. This is widely regarded as evidence of an impending war.

Precision Drone Threats Over Tigray: Following a private statement, reported by reliable media outlets, by Prime Minister Abiy referencing tactics “like Israel used on Iran,” surveillance drones have reappeared in Mekelle, threatening the lives of Tigray’s civilian leadership and undermining any confidence in peaceful resolution. This has been admitted by the Prime Minister of Ethiopia in his parliamentary address on 10/28/2025,

Dangerous Brinkmanship with Eritrea: The government’s inflammatory threats toward Eritrea, and Asmara’s military posturing in response, risk plunging the region into a broader conflagration with devastating consequences for the Horn of Africa. Repeated references to the imminence of war with Eritrea including the statement “war can break out at any time” was said by the Prime Minister of Ethiopia in his parliamentary address on 10/28/2025,

Ethnic Profiling and Arbitrary Detentions: Echoing the early days of the 2020 genocide, young Tigrayans are being rounded up in Addis Ababa—held in mass encampments without cause or due process. This is not law enforcement; it is ethnic persecution.

Failure to provide justice and accountability for industrial-scale looting and atrocities: There is a growing appetite to use Tigray resources to fund the war on Tigray. In the 2020-2022 war, the invading forces looted Tigray and destroyed everything they couldn’t take with them. This is documented in a new investigative report by The Sentry, which accuses Eritrean leaders of orchestrating industrial-scale looting and atrocities during and after the war in Ethiopia’s Tigray region. The Eritrean Defense Forces (EDF) allegedly trafficked gold, antiquities, and human beings while committing brutal acts such as gang rape, torture, and mutilation. The report estimates that $75–$80 million in gold is diverted annually to the black market from EDF-controlled areas. Similar accusations have been made against the Ethiopian forces.

Both Ethiopia and Eritrea have increased their rhetoric about war and their prowess. Ethiopia warns that Eritrea is rebuilding its military and continuing to destabilize neighboring countries, raising fears of renewed conflict. Eritrea is leveling the same counter accusations. This back and forth is now at the level of the top government leaders. This is causing unease and tension with the people of Tigray and the region. The Sentry urges international actors, including the UN Security Council, to impose targeted sanctions and take swift action to prevent further escalation. We do too.

We, implore the United States and members of the United Nations Security Council (UNSC) to lead the world in urgently calling for peace in Ethiopia and protecting the innocent people from being unjustly annihilated. The Tigray people, after the recent genocidal war, need protection, justice and peace. The people in the Amhara and Western Oromia regions need peace and right to live without fear and drone attacks. The millions of people in these war prone regions need a global power willing to stand between them and annihilation.

We would like to join hands in making a call upon the US and the UN Security Council to:

Demand immediate compliance with the Pretoria Cessation of Hostilities Agreement (COHA) with international monitors on the ground and access for humanitarian agencies restored without obstruction. This might require the US to reassume the leadership role that its envoy to the Horn of Africa, Ambassador Hammer and his predecessors played in making the COHA possible.

Condemn the use of drones for political intimidation or assassination and make clear that further escalation will trigger diplomatic and economic consequences.

Sanction individuals/entities leading the perpetuation of war crimes against international law.

Lead a multilateral peace initiative with the UN and EU, not after conflict reignites, but now, before the first shot is fired. The current descent to war could be prevented if the US re-assumes its leadership in coordinating the COHA implementation and monitoring since the African Union has forgotten its role as stipulated in the agreement.

Silence, in the face of a second genocide, will not be remembered as neutrality. It will be remembered as complicity. Let history show that when the people of Ethiopia cried out for protection, America and the international community stood with them.

Two years later, in 2020, civilians in Ethiopia found themselves in an armed conflict that was referred to as one of the worst atrocities of the 21st century – mass killings, mass displacements, sexual violence, and unmatched polarization. The war that began in Tigray exposed not only the dangerous reality in Ethiopia, it also provoked all of us to ask far-reaching questions about humanity’s future.”

እንግዲህ ከአምስት ዓመታት በፊት ሽልማቱ ሲሰጥ የሕዝባችንን የማስራቢያ እና መጨፍጨፊያ ቀብድ መሆኑን አንዳዶቻችን አሳውቀን ነበር። የሉሲፈራውያኑ ዓላማ እና ግብ እስከ መቶ/100 ሚሊየን የኢትዮጵያ ነዋሪዎችን መግደል ነው። በዚህ በፍጹም አንጠራጠር። ስንቱን እንደበከሉት አናውቅም። ይህ አልሰማ ባይ ሕዝብ ብዙ መስዋዕት እየከፈለች አቅፋ፣ ተንከባክባ እና ከጠላቶች ጠብቃ ያቆየችውን አክሱማዊቷ ኢትዮጵያን ከጠላት ጋር ሆኖ በጭራሽ መድፈር አይገባውም ነበር። ለራሱ ሲል እንኳ ብልጥ መሆን አልቻለም! ለአረመኔው የጋላ-ኦሮሞ እስላማዊ አገዛዝ የአንድ ቀን እድሜ እንኳን መስጠት የለበትም ነበር።

The U.N. World Food Programme (WFP) said Thursday that severe funding shortages have forced it to slash food rations for nearly 780,000 refugees in Ethiopia, pushing already vulnerable populations toward rising hunger.

The cuts, which began in October, reduce rations from 60% to 40% of a full food basket. This provides each person with less than 1,000 calories per day — less than half the recommended daily intake. Only 70,000 newly arrived refugees fleeing conflict in neighboring Sudan and South Sudan will continue to receive full rations for the next six months.

Ethiopia hosts one of the largest refugee populations in Africa, including many from Sudan and South Sudan.

“We are making impossible choices,” said Zlatan Milisic, WFP’s country director and representative for Ethiopia. “Without more funds, these reductions are just another step towards stopping food distributions completely, putting the lives of those we currently assist at risk.”

Milisic emphasized the immediate human impact: “This isn’t a future risk — it’s happening right now. Every ration cut is a child left hungrier, a mother forced to skip meals, a family pushed closer to the edge.”

The agency is urgently appealing for $230 million to sustain its humanitarian operations in Ethiopia for the next six months. Without immediate new funding, WFP said it could be forced to completely suspend all food assistance for refugees in the coming months.

The situation is also critical for specialized nutritious foods provided to malnourished children and mothers. WFP warned that its supplies are expected to run out completely by December. If that happens, support for one million malnourished children and pregnant and breastfeeding women would end.

WFP issued a similar appeal in April, and donors responded to keep its nutrition programs running. The agency is now facing a renewed funding crisis.

In addition to the refugee crisis, WFP is working with the Ethiopian government to support 700,000 people in the southeastern Somali region, an area hit by both localized drought and flooding. The agency is stretching limited supplies there to continue providing full rations.

“Our operations have been hanging by a thread for months now,” Milisic said. “This is not only undermining our ongoing support to food insecure Ethiopians and refugees, but also our preparedness to respond to new crises.”

This is the second time WFP has reduced rations for refugees this year, after a previous cut in May. The gap between humanitarian needs and available resources has continued to widen.

Between January and October, WFP supported 4.7 million people in Ethiopia with food and nutrition assistance, school meals and resilience programs. Beyond funding, the agency said ongoing insecurity, particularly in the northern Amhara region, continues to disrupt its humanitarian operations.
