አዘርበጃን በቅርቡ ባወጣችው አዲስ የትምህርት ቤት ዩኒፎርም ደንብ አማካኝነት ተማሪዎችና መምህራን በሕዝብ ትምህርት ቤቶች ውስጥ ሂጃብ (የራስ መሸፈኛ) እንዳያደርጉ በተዘዋዋሪ አግዳለች።
ሀገሪቱ 96% የሚሆነው ሕዝቧ ሙስሊም ቢሆንም፣ በሕገ-መንግሥቷ ላይ የዓለማዊነት (secularism) መርህን የምትከተል በመሆኑ ይህ ውሳኔ በሀገር ውስጥና በጎረቤት ሀገራት ከፍተኛ ውዝግብን አስነስቷል።

ስለ አዘርበጃን የሂጃብ ሁኔታ ዋና ዋና ነጥቦች የሚከተሉት ናቸው።

• የደንቡ ይዘት፦ አዲሱ ደንብ "ሂጃብ" የሚለውን ቃል በቀጥታ አይጥቀስ እንጂ፣ ከትምህርት ቤቱ ኦፊሴላዊ ዩኒፎርም ውጪ የሆኑና የትምህርትን "ዓለማዊ ባህሪ" የሚጥሱ ማናቸውንም አልባሳት መከልከሉን ይገልጻል።
• ሕዝባዊ ተቃውሞ፦ ደንቡ መተግበር ከጀመረበት ጊዜ አንስቶ ሂጃብ ያደረጉ ሴት ተማሪዎችና መምህራን ወደ ትምህርት ገበታ እንዳይገቡ ተከልክለዋል። ይህንን ተከትሎ በዋና ከተማዋ ባኩ እና በተለያዩ የአዘርበጃን ከተሞች የተማሪዎች የትምህርት ማቆም አድማ እና ከፍተኛ ሕዝባዊ ተቃውሞዎች ተቀስቅሰዋል።
• የመንግሥት እርምጃ፦ የአዘርበጃን የደህንነት አካላት የሕዝብን ሰላም አውከዋል የተባሉ ከ35 በላይ ሰዎችን በቁጥጥር ስር አውለዋል። የሀገሪቱ ባለስልጣናት እገዳው በሕዝብ ትምህርት ቤቶች ውስጥ የዩኒፎርም ስርዓትን ለማስከበር ብቻ የተደረገ እንጂ ከትምህርት ቤት ውጪ ሂጃብ መልበስ እንደማይከለክል አስታውቀዋል።
• የዓለም አቀፍ ተፅዕኖ፦ ይህ ውሳኔ በተለይም ከአዘርበጃን ጋር የቅርብ ወዳጅነት ባላት ቱርክ ዘንድ ከፍተኛ ተቃውሞ የገጠመው ሲሆን፣ በሁለቱ ሀገራት ዲፕሎማሲያዊ ግንኙነት ላይም መጠነኛ መሻከርን ፈጥሯል።

The government-approved rules, introduced in September, do not explicitly mention the hijab. Instead, they prohibit clothing deemed incompatible with the “principle of secularism” in public education.

Since the changes took effect, videos have circulated showing girls and teachers in hijab being turned away from schools in Baku and other cities.

Azerbaijan is facing growing protests after new public-school dress rules led to hijab-wearing students and teachers being barred from classrooms across the Muslim-majority country.

Students have staged protests and class boycotts in response, while teachers have described being told they must remove their hijabs to continue working.
